The Administration’s FY2004 budget proposal would restructure many of the core features of the Medicaid program and offer states a limited amount of upfront funds in exchange for accepting a ten-year cap on federal Medicaid spending. This report examines how Connecticut would fare under the President’s proposal, and briefly considers alternative approaches.
