People of color are more likely to experience the income fluctuation that leads to “churn.” Churn occurs when people move between publicly financed options and private insurance. This puts people at risk of losing coverage in transitions due to income fluctuation. During Connecticut’s open enrollment period it will be critical to ensure that uninsured individuals can, not only enroll in health insurance coverage, but also, remain covered.
Community Catalyst will develop and advance different policy options to mitigate churn. It will target policies including federal reauthorization of the State Children’s Health Insurance Program, Medicaid continuous eligibility, enhanced enrollment options and promoting a no wrong door system.
Community Catalyst’s initiative is aligned with CT Health’s health equity objective of promoting insurance enrollment and navigation support systems that will increase and maintain coverage.
This grant will provide general operating support.
