HARTFORD, Conn. (July 3, 2025) – Connecticut Health Foundation President and CEO Tiffany Donelson released the following statement about the domestic policy bill that passed the U.S. House of Representatives today and is expected to be signed into law on Friday. The bill contains drastic cuts to Medicaid funding.
This is a sad day for everyone who cares about the health and well-being of all of our families, friends, and neighbors. Our state has made tremendous progress toward making sure that everyone has health coverage. This legislation will set us back and leave thousands of Connecticut residents uninsured. It will lead more people to go longer without medical care, expose more state residents to medical debt, harm the stability of our hospitals and other health care providers, and will cost our state hundreds of millions of dollars. It will not make health care more affordable or easier to navigate for anyone, and will exacerbate existing disparities.
As with all changes in law, this one will roll out over time. People who are covered by Medicaid (HUSKY in Connecticut) are still covered right now and should still use their coverage as usual. Our state leaders will need to determine how to implement the changes this bill requires. We are committed to working with them to try to minimize the harm this will cause, and to supporting efforts to ensure that the people most affected by these changes receive clear information about how they will be impacted.
We are grateful for the strong commitment of so many people in Connecticut to ensuring that everyone in our communities has what they need to be healthy. This legislation will make these efforts immensely harder, but the importance of this work and our commitment to it has not changed. We are eager to work with state leaders to protect our fellow Connecticut residents, whose health and lives will be at risk.
